Ratcliffe Graveside services, with rites by the American Legion and the Masonic Lodge, will be at 10 a.m. Saturday in City View Cemetery for Robey S. Ratcliffe, 88, of Salem, who died Tuesday. He was born in Centerville, Iowa, graduated from the Willamette University Law School in 1924 and practiced law here from 1926 to 1941.

He served in the Navy in World War I and in the Army in World War II and the Korean War, retiring as a major in 1957. He was active in the American Association of Retired Persons and Salem Area Seniors. Surviving are his granddaughter, Amy Beth Nelson, and grandson, Jeffrey Edward Nelson, both of Portland. Arrangements are under the direction of Virgil T. Golden mortuary.

Bertrand E. Solberg ONALD Bertrand E. Solberg, 81, of Donald, died Thursday. Born in Bristol, S.D., he came here in 1951. He was a supervisor at the MacLaren School.

Survivors include his wife, Myrtle; and daughters, Betty Thompson, Oregon City, Janet Klampe, Eugene, and Joan Christopherson, Hubbard. Jules Moch GRASSE, France (AP) Jules Moch, 92, a Socialist politician who served as interior minister in the postwar Fourth Republic, died Thursday. Moch was elected to his first par-4 liamentary seat in 1928. He served in the Leon Blum Socialist governments of 1936 and 1938 as an undersecretary of state and as minister of public works. In 1943 he joined the Resistance, working with Gen. Charles de Gaulle in London.
